The median construction year for homes in Effingham is 1974, compared to 1956 in Mattoon and 1960 in Decatur. That means fewer pre-war homes, but a large inventory of 1970s and 1980s homes built to energy codes that are now 40 to 50 years out of date.
Those homes typically have R-19 or less in the attic (current code requires R-49), minimal crawl space treatment, and no air sealing at critical penetrations.

Rim joists are uninsulated. Attic penetrations were never sealed. Blown-in attic insulation to R-49 combined with rim joist spray foam is the most cost-effective upgrade.
The older neighborhoods closer to downtown include homes from the early-to-mid 20th century. These share the same challenges as older homes in Mattoon and Decatur: balloon-frame walls with little or no insulation, thin attic coverage, and basements or crawl spaces with no thermal treatment. Dense-pack cellulose wall insulation and comprehensive attic air sealing are the priority upgrades.
Effingham continues to grow near the interstate interchanges and commercial corridors. New homes built to the 2021 IECC need proper insulation installation from day one.
